Family Foster Care and Adoption

Donna Yalch, Director

There are hundreds of children in North Carolina who need out-of-home care. Often the families these children come from face such issues as illness, alcohol and drug addiction or homelessness. The children in our Family Foster Care Program range in age from birth to twenty-one. By expanding to Family Foster Care, Boys and Girls Homes serves a population of children who need a less restrictive out-of-home placement than residential care. Of tremendous importance is the fact that each Family Foster Home receives 24-hour support from Boys and Girls Homes staff. Pictured at right are members of the staff, l-r:  LeAnne Fowler, Foster Care Recruiter/Trainer; Jill Courtwright, Consultant; Ophelia Anderson, Consultant; Anna Scharff, Foster Care Recruiter/Trainer; Cynthia Hawkins, Office Manager; Donna E. Yalch, Director; Christy Humphrey, Foster Care Consultant Supervisor; and Missy Creech, Adoption Consultant.  Not pictured are Jennifer Watson, Consultant and Mary Taylor, Consultant.

During the Federal fiscal year (FFY) 2005, an estimated 3.3 million referrals, involving the alleged maltreatment of approximately 6 million children, were made to Child Protective Service agencies. During the Federal fiscal year 2005, an estimated 899,000 children in the 50 States, the District of Columbia, and Puerto Rico were determined to be victims of abuse or neglect. An allegation of child abuse and neglect is substantiated when county departments of social services find the allegations to be true. When the reports are substantiated, it is likely the children will be removed from their home and placed with foster parents.
